Safety case reports

A Safety Case Report documents how the PAP identifies, manages and mitigates the principal building safety risks for the HRB. The Building Safety Regulator can request it at any time.

What the Safety Case will cover

Every Safety Case Report covers:

  • A description of the building.
  • The principal building safety risks (typically fire spread and structural failure).
  • For each risk, the controls in place to prevent occurrence.
  • For each risk, the controls in place to mitigate consequences.
  • The competence of those operating the controls.
  • The arrangements for ongoing review.
  • The strategy for resident engagement.

The Safety Case will be assembled from data already in PropLink:

  • The site's building details (height, storeys, external wall, fire strategy).
  • Compliance matrix evidence (gas, electrical, fire alarm, lift inspections).
  • Work orders for relevant remedial works.
  • Maintenance event history.
  • The Golden Thread documents.

The PAP will be able to generate a draft Safety Case Report from PropLink, review it, edit narrative sections and submit through the platform.

Review cycle

The Safety Case must be reviewed at least every 3 years, or whenever something material changes (a fire incident, major refurbishment, change of PAP). PropLink will schedule the review and surface it on the compliance matrix when due.

Why it is not live yet

The Safety Case is the most complex of the Building Safety Act duties. We are designing the workflow with HRB customers and the regulator's guidance, which continues to evolve. When the workflow ships, this page will switch from coming-soon to live documentation.
